Through extensive consultation with the school and its governors, a masterplan was developed which captured the aspirations for school which was then divided into a two-phase development project. The masterplan included the restacking of the school, with early years located at the lower level, rising to Year 6/Key Stage 2 on the upper floors.

A technical grid on the Warehouse ceiling permits any type of use, from concert to exhibition. The building’s main event space, the Warehouse, is conceived as one large industrial space, left bare to be adapted by its users as they see fit. The space can be opened up, but also split and a performance space made larger or smaller.

No tall building would be permitted on the waterfront except for the eventually constructed Ian Pei designed World Trade Center The waterfront would be protected as parks, public areas with a wide promenade.
